Workshop for developing productive clusters in Upper Egypt: Demands for legislative amendments and an incubator affiliated with the Cabinet to address obstacles

The Kayan Foundation for Community Development, in cooperation and coordination with Inroot Company, held a workshop entitled “Implementing a Policy Paper for Developing Productive Clusters in Upper Egypt” Aswan Governorate


Representative Soha Saeed, Chairman of the Board of Trustees of the Kayan Foundation for Community Development, said that the Kayan Foundation aims through the project to improve the conditions of the concerned group, which is the owners of small and micro projects, through a number of interventions related to public policies and legislation to ensure achieving maximum benefit from the initiatives and grants related to this group.

She added, “We also seek to avoid wasting efforts and money in this regard through tight cooperation between the main development parties, which are the private sector, civil society, and official state institutions
During the discussions, Representative Soha Saeed stressed the need to train those who are about to work in the field of entrepreneurship, stressing the The necessity of having an incubator or a body that follows up with emerging companies
The workshop witnessed discussions on supporting entrepreneurship,
The partnership comes within the framework of the dialogue to come up with proposals and ideas that would encourage emerging companies and entrepreneurship, support investment and open new horizons to provide more job opportunities for young people
The proposals aim to define the legal form of social entrepreneurship and the role of the state in developing this sector
, and amend Law 152 of 2020 by adding mechanisms to stimulate local establishments in the public and private sectors in Upper Egypt and the least developed governorates, to allocate a percentage of their purchases from local entrepreneurs and cooperatives, and find mechanisms to develop a vision for a package of incentives necessary to support exports and exporters from Upper Egypt.
The Kayan Foundation formed a working group to receive proposals, and it is scheduled to organize a group of round tables on the topics raised to listen to all stakeholders and partners concerned with this file in preparation for coming up with the best possible recommendations.
